Accountability

The controls every gift is handled under, and how the finances are reported.

Financial controls

  • Budget approval before expenditure.
  • Authorised signatories and documented payment approvals.
  • Separation of duties where practical.
  • Receipts and supporting documents for all transactions.
  • Regular reconciliation and review.
  • Restricted-fund tracking.
  • Asset and inventory records.
  • Procurement and conflict-of-interest controls.
  • Independent review or audit as required.
  • Transparent annual reporting.

Strategic Plan, Chapter 14

Funds across borders

The rules the plan adds for a Church handling money in many countries.

  • Approved accounts and payment platforms will be opened only under an authorised legal or institutional arrangement.
  • Every transfer will be supported by an approved purpose, budget line, authorisation and evidence of receipt.
  • Foreign-currency transactions will record the original amount, currency, exchange rate, fees and local-currency equivalent.
  • Financial records will be retained for the legally required period and made available for review, audit or inspection.
  • Suspected fraud, diversion, bribery, money laundering or other financial misconduct will be escalated immediately under the approved incident procedure.

Our commitment to donors

Fundraising communication will be truthful, respectful and specific. Appeals will describe the approved purpose, period and accountability arrangement. Images or stories of beneficiaries will not be used in ways that undermine dignity or privacy. Donors will receive appropriate reports, but no donor may direct ministry in a way that compromises doctrine, governance or fairness.
